Add flaccogui to flacco #25

Add the shiny flaccogui to the flacco package.

@hansterc at the moment, both checks (the linux and windows build) fail, which means that we won't be able to submit it to CRAN in the current version.

Problem with shiny dependency. I will create a new pull request.
