start vm: filter by host capabilities

Do not try to start a VM on a host that does not have

• required hardware resources (like the svm instructions for KVM)
• required software packages installed

• hardware requirements (vmx/svm flags in cpu) - this is not even discovered at the moment
• integration tests for virtualbox
