At the moment any kind of expectation can be defined on any virtual resource, regardless of can it be served or not. The administrator or the planner should (ideally the planner but the admin should have the option to override) define limits of resource use for virtual resources. E.g. we can not promise that we will have a 100 GB/s network bandwidth if all the servers have only single GB network adapters.
