virtual network: check if it already exists #173

When creating a virtual network, the UI could check if a network with the same name already exists (in the project). Since the network name is not the PK, it could just warn if it exists.

Not very noisy way, does not block the user, but something...

the same/similar UI should be done for VMs and virtual disks
