some expectations to restrict the use of virtual networks, ideas:

location requirements (e.g. not in given countries)
technology requirements
site features: only on equipment in locations with armed guards, etc...

Performance requirements would be nice, like bandwidth, latency And reliability requirements like level of redundancy - this expectation apply globally on the network.
