Fix hardcoded addresses in Browser_SDCard #216

This pull request addresses the way the Pluggy Reloaded Browser finds the loader private native code.

Main changes:

Introduce public SYS_ReceiveSerial1_DEVROM_32 similar to the private SYS_NextByteIn
Added more cases for finding SYS_NextByteIn in the Pluggy Reloaded Browser. DEVROM and future ROMs default to the public version SYS_ReceiveSerial1_DEVROM_32 making the program future proof.
Copied into hw/Browser_ROM and hw/Browser_NOROM.

Ancillary changes:

Makefile for compiling the Pluggy Reloaded Browser
Updated Core/dev-interface.json with all the recent additions.
Updated main Makefile to be able to reconstruct ROMv5a (which I broke when I changed CardBoot.)
