Progress towards v5 #231

This pull request moves dev.rom towards an actual v5 release:

fix conditional rom compilation
fix expander detection in Reset.gcl and mark as DONE in dev.asm.py.
faster mandelbrot. Mandelbrot improvements marked as DONE in dev.asm.py
mark cardboot improvements as DONE (was done already)
mark channelMask as DONE (was done already)
changed loader position to make sure that sdcard browser uses SYS_ReceiveSerial1

Remaning:

better startup chime
startup logo
racer changes (keys)
loader changes (noises)
faster sys_Exec_88 with support for exec address
babelfish problems (may be done in fact)
