Need better UI in the admin module on the patient action bar. #77

First of all lets me define the names I am using.

- The horizontal bar -> Patient Action Bar
- The Action Menu -> Admin Action Bar.

look at the attached image.

This is not a high priority but I noticed it and wanted to point it out for 
future.

This is how the design is implemented on all pages. If it looks out of 
proportion or
if it do not go with the flow then it can be removed I suppose. Kesav might 
need to
do it.
