Add installer #33

An installer will make SLIR easy to implement and determine if it is working or 
not. All of the code that sets up the cache directories, error log, etc. could 
be put in the installer and it could offer advice for when things aren't 
working out.

There is nothing to install, you just upload the files and change folder 
permissions?
You would have to do these to run the installer?

Currently SLIR will perform some file checks on each request. I'd like to move 
code like this to the installer (and have already started if you look at the 
recent commits in the repo). This should help keep SLIR clean and efficient.

The installer will also be helpful in providing the user with clear 
instructions on what to do to get things running properly and check for entropy 
in the config file if they have upgraded from an earlier version. I hope that 
it will make it a lot easier for normal people to get SLIR up and running.
