Feature: Chatbot in python #3060

A chatbot is like a virtual assistant who answers all the user queries. It also engages in small talk along with answering questions.

I will use chatterbot library of python along with beautiful soup and nltk for the same.

I would like to work on this issue under Hacktoberfest 2021. Kindly assign it to me.
