sorry for the non-answer but why should it depend on another addon? I don't even know if it is possible to depend on another addon.

OK. So I setup profile manager, created a test profile, removed container tabs, and the answer is NO. Wow. A simple NO could have saved me a lot of trouble.

In answer to your non-answer, YES. (I see an update since my question now states WHICH addons require container tabs - at the time of my question it didn't, just said "an extension" requires... .) FF container tabs needed ■ Options @2021 04 11, 10_09_53

I thought my answer implicitly answered that it does not require another Addon as I did not even know that that was possible. If that wasn't clear, it would have been fine if you followed up two years ago when I closed the issue
