Add a init container or job to install plugins

Now you can't install plugins without building a custom docker image. Maybe we can add a kubernetes jobs that will install plugins on volume and mount the volume on all pods?

I believe that in the long term, this will be tackled on EE with plugin versioning and automated download of plugins when needed — please reopen if this is still needed
