Ok so there are couple of steps you will have to do,
right clicking on it > edit panel > find the option remove panel.
Adding new panel with global menu - Right click anywhere on desktop > Add panel > Application Menu bar
Adding widgets - Right click on the newly added panel > Add widgets > add application launcher, system tray and digital clock
, place them properly in the panel by dragging and using spacers (Edit mode > Add spacer)Did you install Klassy theme for window decoration, can you share a screenshot of your screen it would be easier for me to look into it.
cd ~/Downloads/Kde-Configs/Window-Decoration/Klassy && ./install.sh
Go to Settings > Appearance > Window decoration > Click on the edit option in Klassy and set the options as shown in below images. That should give the same look of window icons as I have.

Trying to implement this config on fedora 37, kde plasma (x11), but after following the steps, and managing with new folder names (some had /New added to them) but still it didn't turn out as expected, eg. the maximize minimize close icons aren't the same, there's no global menus, the taskbar is still there and the same, in short nothing much has changed
