Adds the "query" utility function #319

Changes

Adds the query() utility function that allows to compose inline media queries using responsive query ranges
Splits useResponsiveQuery to be composed from multiple utility functions
Adds relevant unit tests
@atomic-layout/core now exports the memoizeWith() function
