Steps to reproduce the behavior:
1. do change difficulty using ``/difficulty`` commands
2. restart the server
3. check difficulty again

there's no any error logs

merge_world_systems doesn't seem to matter.

That is not a bug, that is also reproducible on normal forge

To persist your difficulty, set it in your server.properties
