verify correct heading level for sections #177

tikibase.json should specify allowed sections in the form ### title. The linter should verify that sections match the specified title.

This is covered with the existing linters.

Reopening because the configuration file format described by this ticket is needed for speedy auto-complete by vscode-markdown-ide, so this feature is on the table again.
