Build a multi-platform docker image as outlined at https://docs.docker.com/build/ci/github-actions/multi-platform/

Build both linux/amd64 and linux/arm64 formats

thanks for the PR, sorry it took so long to review it was out of date by the time I got to it. Sorry again.

I have updated the main line to support multi platform docker images.
