Duo touch only will not enable

What steps will reproduce the problem?
1. hit the right side of status bar
2.
3.

What is the expected output? What do you see instead?
the screen to to have a pop up and say you can touch the status bar for menu. 
it does then it says it is back to normal 

What version of the product are you using? On what operating system?
i am booting a dell Inspiron Duo into android 2.2.1

I have exactly the same issue.  It seems to get two touches in a row and turns 
the feature on and then immediately turns it off.

I also found that if you use the trackpad/mouse on the duo to click on the 
right side of the status bar, it properly activates and is then usable by touch.
