make sure "make dist" works correctly #95

On the quadra-quagmire branch, "make dist" should work correctly, including
generating (at least) the following files:

 - include/autoconf.h.in
 - quadra.spec
 - packages/readme-win32.txt
 - packages/quadra.nsi
