GUI System functions do not start #120

What steps will reproduce the problem?
1. Select System
2. Select Users and Groups
3. Select Services
4. Select anything in this menu structure

What is the expected output? 
These functions open to a new window

What do you see instead?
Error [popup windows]
Cannot load ........ [ I will submit this later ]

What version of the product are you using? On what operating system?
Most recent fro Beagleboard XM

The configuration could not be loaded
An unknown error occurred

For Each of
Administration
  Network/ Services / Shared Folders / Time and Date / Users and Groups

Otherwise everything has been perfect.
