From the discussion here I'm trying to simplify/remove some of the configuration required so we can move towards an OpenAI gym implementation.

Turns out there is already install tasks in the Makefile so it was just a matter of documenting a bit better.

Let know if you have any wording suggestions etc. There might be a better way to describe whats happening with the install.
