FinishPool should only reseed if the result actually changed
The FinishPoolJob runs a lot but often just halts. Would it be that bad to check if is needed before enqueing?
the bracket_games_played? check in SafeToUpdateScoreCheck could be improved.
- it only looks in round 1 for some reason, I think it could calculate it's dependent games and just query those directly.
