Power Pools #519

Power pools like TUF 2016.

Not all tournaments are about advancing to the next level. For fun and one off events with no qualifying this is a nice format. Weaker teams get a good Saturday rather than getting blown out and waiting for Sunday.

I need to add more brackets that work for fun tournaments since I suspect most tournaments fall into this category.

I kind of want Power Pools to be my brand for how to run a tournament when the results don't matter

I have some power pools now. This is really a broader issue that needs to be tackled eventually of really boiling down to just the canonical set of templates and hiding the custom ones from all users.
