No restriction on phone number length

By E.164, A phone number must be within 4-15 numbers, however, I was able to add a contact with 3 digits of a phone number.

This is an intended behaviour since our product supports the use of emergency contact e.g. 999, 911. Furthermore, the product's validation error message warns users to put phone numbers with at least 3 digits,

Reason for disagreement: Even though it is valid to add 3-digit phone number as an emergency contact, it still did not answer the issue with the limitation of the length. A user can still enter 1 or 2 digit phone number.
