User Stories

AS a WTP engineer I WANT TO have code-quality tooling SO THAT I have tools that enforce quality, leading to a better codebase

Functional Requirements

When code is committed, the git pre-commit hook is used to run the following scripts
- Prettier on .ts,.tsx,.css,.md files
- Black on .py files
- terraform fmt & tflint on .tf files
- eslint on .ts,.tsx files
- Pylint on .py files
- yamllint on .yml,.yaml files
Use pre-commit to run checks against files (instead of husky)
Add any badges possible
