User Stories

AS a WTP engineer I WANT TO have a CI pipeline SO THAT I can validate that my code integrates with the rest of the codebase & follows standards

Functional Requirements

The pipeline will run these steps
- Check commit msg
- Formatting check (prettier, Black, terraform fmt)
- Linting (yamllint, eslint, pylint, tflint)
- Tests
- Build infra & apps
