Provide easier method to get latest version of devcon #2

The instructions referenced in the README to get a version of devcon which supports Windows Vista and later are a significant inconvenience. They require downloading a ~650MB ISO file, mounting it, running an installer and/or extracting the required file from the installer cab all for a <1MB exe file. It would be highly preferable to provide a link to a direct download of the file (particularly from Microsoft) or to host this file ourselves. However, the license terms on the WDK do not allow us to do distribution.

Anyone interested in making this process easier should contact Microsoft to request that they either host the new version of devcon (possibly by updating KB311272) or allow third parties to redistribute this file.

Not trying to dismiss the issue above but I've found the method outlined here* as a workaround to avoid downloading that ISO file.

Thanks @avluis! Those methods are definitely a lot better than downloading the ISO. I'll update the docs (and perhaps implement in the script) using one of those methods when I get a chance.
