Update to latest infrastructure

I wanted to get this repo up to date with my fork. Here is a brief overview of the changes I've made since the last commit:

Updated README for the sam directory
Created README for the api directory
Created abstract collection_site framework
Completely rewrote submissions site to be entirely dependent on the collection site framework
Wrote new unit tests for collection site and submissions site
Removed unnecessary files, unit tests, imports, and dependencies
