Petitions & Petitioning for Classes #19

The handbook has a section on petitions. The section covers how to ask the department for exceptions. I think this section needs to be renamed and the blanket petition be removed from the list of petition types. An additional paragraph should be there to provide a 'chain of command' like structure to let students know to go to the chair first, then the dean's office.

A new section should be added that covers petitioning for classes and the paper waiting list.

I drafted these changes in commit 1ee3787e2dabb8d03edd811a6b5df344a23307cb, please take a look.

The "Advisement" chapter has dwindled down to merely a two-page list of times when someone should see an adviser, is that worthwhile? I have a mind to delete that whole chapter.

I updated the section to reflect the odd/even CWID change that was instituted this fall.
