change `qweather_apitype` type & use `nonebot_plugin_alconna`

• 将 qweather_apitype 类型从 str 更改为 int
• 使用 nonebot_plugin_alconna 替代 nonebot_plugin_saa，同时用 on_alconna 替代 on_keyword
• pydantic 模型中的配置项采用兼容写法
