Make sure that we build Whizard with HepMC3 support and add a runtime test that makes sure that LCIO and HepMC support are actually built.

Do you mean the whizard spack package? Or is there also a problem with the lcio package?

No, I meant the whizard package. For some reason I keep mixing them up quite consistently today.
