UX confusion re paper keys, devices, PGP keys #11407

Keybase GUI Version: 1.0.47-20180410052738+f705a9510f When the GUI prompts me to create a paper key, then I click the big ol' blue button but then see... Devices?! As a new keybase user that was confusing! I did clue in though, eventually. :-)

I see this is a dup of #10513. Shoulda checked first.

I'm reopening this issue, #10513 notwithstanding. I just received an email from Keybase, sent to notify me that someone created a new paper key (that was me). In the email it mentioned my two devices, the new paper key and a PGP key (which I assume was made soon after I came onboard).

The GUI confusion re devices, paper keys and PGP keys is wicked. I imagine this is a non-issue to many but for people approaching Keybase for the first time, it's a barrier.
