Private kbfs rekey prompt after os reinstall #15340

I had a software issue needing an OS reinstall on my laptop and after reinstall of keybase (and device add) I'm getting the rekey prompt for the private folder. I don't have anything of consequence in it so no urgency. I have followed the prompt to rekey with my iphone (nothing happened it seems) and a paper key (nothing seemed to change there either). Both options were attempted an hour or so ago and the client has been restarted recently. Thanks

@maxtaco @mmaxim this is another case of a reset TLF ID that made its way into a implicit team sigchain. Please reset team aec92acabc3649834525ec044ca33e24.
