The login through terminal or GUI produces ERROR Secret store not functional #19469

I think this might be a dup of https://github.com/keybase/client/issues/18257#issuecomment-533370589

If so, would you mind closing this one @lovrozitnik and anyone affect here can :+1: the original message in that issue to bump it?
