If the directory is being removed, but coming back, it may be that it is in a "Recent Files" location, that an app is accessing causing it to re-appear?
Solved my issue.... doesn't help you guys, though....
Installed keybase on a linux VM.... removed the unwanted folders without issue.
Solution appears persistent with my Windows 10 installation.

@patrickxb Are favorited folders device specific?
@gabriel no, they should be across all devices.

Updated to latest keybase. Still unable to remove unwanted private folders, however, rather than access being denied, the files are unavailable. When I list the contents of \private\, the unwanted folders are still present. So, new keybase, but a variation of the original problem persists, I'm unable to remove unwanted private folders.
