Several improvements have been made in the latest version. Please open Keybase Shell
and do upd check
to update.
I was also in this state. Installing the latest version from the website did not fix the issue. Running upd check
from Keybase Shell succeeded, but I was still stuck until a reboot, after which the GUI app launched without issue. I wouldn't have known what to do without checking here.

on a fresh install of latest version 1.0.29 fixed it for me also.

Keybase window says "disconnected" or "Loading... (still trying)". As far as I can tell it never succeeds in connecting.
I've tried exiting and re-starting the app. I've made sure to quit via the taskbar menu.
