Add a LICENSE file for the go-keybase-chat-bot code base stating the license for using and redistributing the code is the BSD 3-Clause New or Revised License.
Why
The code base has no license and no permissions at the moment. The gist of the README makes it clear there's some intention that others use and contribute so I think this is just formalizing what is in practice already. The BSD 3-Clause license is included in this change because I notice Keybase using that license elsewhere (e.g. the client code base). The year 2017 was selected because that was the year of the first commit.
