Message verification incorrectly reports tracking status #1693

The keybase verify command reports that a signature is valid, but I am not tracking the sender. However, I am tracking the sender, confirmed by the keybase list-tracking:

$ keybase verify ~/Desktop/msg_from_david.txt

Are you locally tracking, or publicly tracking? It may be that you're locally tracking this user and the Keybase client is checking for public trackings? I would un-track them and then simply re-track them and ensure you write proof to Keybase.

Looks like the tracking is public. (You can see this on the profile, and also in the sigchain). This is probably a bug on our end.
