Command line docs broken link #785

In the API documentation (https://keybase.io/docs/api/1.0) in the sentence "If you just want to use Keybase from the command line, you should be looking at the command line doc." the link to the command line docs is broken

Looks like it's missing the initial / in the href, making it a relative link instead of absolute.
