Telegram proof #132

Request: add proof for Telegram accounts.

Two possible locations:

  1. Telegram bio. Publicly scrapable at e.g. https://t.me/saizai. (mine is just set to my website URL, but it could contain an arbitrary hash sig.)
  2. Telegram public channel https://t.me/keybaseproofs. Messages publicly scrapable by ID, e.g. https://t.me/KeybaseProofs/157

There's a KeybaseProofBot for Telegram, written by https://keybase.io/pingiun and not yet fully functional: https://t.me/KeybaseProofBot
