Add PrefixLayer support #1300

Hi. I'm an Emacs user and I love the PrefixLayer support for C-a/C-z with Tmux/GNU Screen/Ratpoison WM and C-c/C-x/C-h for Emacs. It would be really awesome if you guys added support for it in Chrysalis.
