Update version number to reflect the recent changes #89

Bump Cache Enabler version number and update the changelog for the recent PRs that were merged.

Thank you for taking the time to make this pull request @lukecav, however, we have decided the next version we'll officially release will be 1.4.0. This should be released in about 2-3 weeks.

Due to a big refactor and the many changes being implemented we are currently allowing these to be tested before rolling out the big update to tens of thousands of websites.

Any reason why the four most recent PRs merged did not warrant a version bump?

Any minor plugin change should come with a version change when the plugin is pushed to the WordPress.org repo. It also makes it harder to make sure that users have the most current version of the plugin when it does not have a different version number.
