Add Grafana dashboard based on latest metrics docs #1030

This PR contains changes that it should not. Also, I found out error responses graph does not work. I need to fix.

This is now ready for merging. I found a possible issue in Quarkus that was causing my confusion with server error graphs and reported it here: https://github.com/quarkusio/quarkus/issues/44437 This issue makes it impossible to see changes of error responses per uri.I am not sure there will be a fix for it so I think the dashboard works this way as well.
