Add data-yanked attribute to yanked PyPI package artifacts #749

This may not necessarily be needed, since yanked packages are automatically unlisted for most bearers. But for completeness, I feel like we should add a data-yanked attribute to the yanked releases, even if just for certain admin-esque bearers.
