Upgrade to Ruby v3.3 #779

I don't have high hopes that CI will pass. Likely going to wait until v3.3.1.

CI is failing due to https://bugs.ruby-lang.org/issues/20091.

Since Ruby v3.3.1 is relatively new, I kind of want to sit and wait until v3.3.2 is out before upgrading. This will also give gem maintainers more time to upgrade to fully support Ruby v3.3 and fix any bugs.
