Add created filter to licenses and other records to filter by creation time #806

Feature request was for licenses, but could be useful for other resources.
We can base it off of the license's
expiresfilter:created[at]=<timestamp>to query by exact timestamp or date.created[within]=24hto query by time range (e.g. within the last 24 hours).created[before]=<timestamp>to query before timestamp or date.created[after]=<timestamp>to query after timestamp or date.
