Describe the bug The bot large-datacap-requests do not create DataCap Allocation requested after triggering

To Reproduce Steps to reproduce the behavior:

  1. Go to https://github.com/filecoin-project/filecoin-plus-large-datasets/issues/2089
  2. Enter

    Datacap Request Trigger

    Total DataCap requested

    7PiB

Expected weekly DataCap usage rate

800TiB

The bot has not been active due to an API outage. It should have been resolved three days ago.
