Mainnet infrastructure deployment #41

It is necessary to deploy some components to support the mainnet deployment. This include:

Filecoin Registry backend (oauth bridge)
Filecoin Github bot

To accomplish this would be necessary:

[x] Create AWS accounts from the root account provided by the Filecoin infrastructure team
[x] Dockerize the backend service
[x] Dockerize the github bot
[x] Deploy the backend service in AWS
[x] Deploy the bot service in AWS
