feat(linux): Patch snap packages #10498

Can we patch snap packages with the patched ibus client libraries?

The ibus version we install would probably have to match the ibus version installed in the snap, i.e. depends on the snap base package.

See this comment in the ibus discussions of ibus/ibus#2359 how to replace ibus in the snap.

Moving this to a later sprint since I didn't get to this in the assigned sprints. @mcdurdin

This will become less critical if #10799 works out
