chore(web): adds '@web/test-runner' and related packages 🏃 #11323

As part of #10497, formerly part of #11300, this prepares the new dependencies to be used in place of Karma.

As this operation tends to cause big package.json / package-lock.json changes, that's all this PR is in place to do. (That way, subsequent PRs have a clearer scale and scope of changes.)

If you'd like to get a feel of what using this testing engine is like, the first "preview" / migrated-test can be found at #11404.
